Publication ethics

The editorial policy of the journal is based on the traditional ethical principles of Russian scientific periodicals and is built taking into account the ethical standards of the work of editors and publishers, enshrined in the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for journal publishers (Code of Conduct for Journal Publishers) developed by the Committee on Publication Ethics (COPE). In the course of its publishing activities, the editorial board of the journal is guided by the international rules of copyright protection, the norms of the current legislation of the Russian Federation, and international publishing standards. The editors ask the authors to be guided by the rules below and the attached samples of accompanying documents.

  1. The article is provided in printed and electronic versions in Russian or English. The electronic version must be completely identical to the printed one. Publication preference will be given to works in English. The printed version of the work must be signed by all authors.
  2. The article submitted to the journal must be a completed scientific research and contain new scientific results.
  3. It is not allowed to send to the editorial office articles that have already been published or sent for publication to other journals. The author is responsible for the content of the article. The editors have the right to withdraw an already published article if it turns out that in the process of publishing the article someone's rights or generally accepted norms of scientific ethics were violated. The editorial board is obliged to inform the author about the fact of the withdrawal of the article.
  4. The printed version of the article is accompanied by:
    1. an examination certificate on the possibility of publication in the open press (see sample: expert.doc);
    2. a license agreement on the granting of the right to use the work on a non-exclusive basis (see sample: dogovor.doc);
    3. act of acceptance and transfer of the work (see sample: akt.doc);
    4. consent to the processing of personal data (see sample: anketa.doc).
  5. The license agreement and the act of acceptance and transfer are drawn up for each co-author in two copies, consent to the processing of personal data - in one copy. By signing a license agreement, the author guarantees that the article is the original work of the author. The author guarantees that the provided rights do not violate the rights of other persons or organizations.

  6. Authors posting to this journal agree to the following terms:
    1. Authors retain copyright and grant the journal's first publication rights for a work simultaneously licensed under a Creative Commons Attribution License, which allows others to share the work with attribution and original publication in that journal.
    2. Authors may enter into separate additional contractual agreements for the non-exclusive distribution of the published version of a journal publication (for example, post it in an institutional repository or publish it in a book) with confirmation of its initial publication in this journal.
    3. authors are allowed and encouraged to publish their work online (e.g. in institutional repositories or on their website) before and during the application process, as this can lead to productive exchanges as well as earlier and broader citation from the published work ...
  7. The editor-in-chief pursues a policy of preventing and regulating editorial conflicts.
  8. When sending by e-mail, the article should be attached to the letter in the form of an archive (zip or rar) with a name in transliteration. For example: avtor_nazvanie.zip, avtor1_avtor2_nazvanie.rar.
  9. The printed version is accompanied by information about the author who prepared the manuscript and will interact with the editors in the process of preparing the manuscript for printing: contact phone number and e-mail address for prompt feedback.
  10. The editorial board does not produce artistic, literary and other types of revisions of the submitted manuscripts.
  11. The decision to publish is taken by the editorial board based on the review of a specialist in this or a related field. The final date of receipt of the work by the editorial office is the date of receipt of the revised manuscript in accordance with the comments of the reviewer. If the authors ignore the recommendations of the reviewer, then the article is not published. Authors can justify their refusal to follow the recommendations of the reviewer in writing. In this case, the authors' explanatory letter is sent to the reviewer, who agrees or disagrees with the authors. If the reviewer disagrees with the authors, the article is not published, about which the authors are notified by an official letter with the wording about the impossibility (inexpediency) of publishing the article in its present form.
  12. Editorial ethics provides for a fair and objective review process that is independent of commercial interests and market needs.
  13. The editorial board of the journal informs the authors about its decision.
