Rules for sending, reviewing and publishing scientific articles

1. Manuscript of a scientific article received by the editors of the journal “News of higher educational institutions. Problems of printing and publishing”, is considered by the executive secretary for compliance with the profile of the journal, design requirements, the degree of borrowing of article materials from the Antiplagiarism database, the manuscript of the article is registered. If the article does not correspond to the subject of the journal, or it has a significant degree of borrowing materials from the Anti-Plagiarism database without appropriate justification or without indicating the source of the borrowing, the executive secretary of the journal sends the authors a refusal to publish with an indication of the reason. If the article does not meet the requirements of the journal for the design of articles, then the article is sent by the executive secretary to the authors for revision. In this case, the date of receipt of the article is the day the editors receive the revised author's original.

2. All articles submitted to the editors undergo mandatory independent review. The responsible secretary sends the verified in accordance with paragraph 1. article for review by one or, if necessary, in some cases, several reviewers. Members of the international editorial board of the journal “News of higher educational institutions. Problems of printing and publishing”, and other highly qualified scientists and specialists with deep professional knowledge and experience on the subject of the article, as a rule, doctors of science, professors.

3. Reviewers are notified that the manuscripts sent to them are the private property of the authors and are classified as confidential information. Reviewers are not allowed to make copies of articles for their own needs. The review is confidential.

4. Copies of reviews are sent to the authors of the articles. The original reviews are kept by the international editorial board for 5 years from the date of receipt of the articles by the editorial board. The editors send copies of reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request by the editors.

5. Reviews of rejected papers must contain a reasoned refusal to publish if the article does not correspond to the journal's subject matter, the journal's requirements for articles, and also in cases where the results of the article have no scientific or practical value, do not have elements of scientific novelty. Reviews of articles requiring revision include comments on the article.

6. If the review of the article contains an indication of the need to correct it, then the article is sent to the author for revision. If no response is received within a month, the date of receipt by the editorial office is the date of return of the revised article.

7. An article sent to the author for revision must be returned in a corrected form in accordance with the recommendations of the editor within a month. The revised manuscript must be accompanied by a letter from the authors containing responses to all comments and explaining all changes made in the article.

8. If the article, on the recommendation of the reviewer, has undergone a significant revision by the author, it is sent for re-reviewing to the same reviewer who made critical comments.

9. The editors reserve the right to reject the articles in case of inability or unwillingness of the author to take into account the comments of the editors and reviewers.

10. In case of disagreement with the opinion of the reviewer, the author of the article has the right to provide a reasoned answer to the editors of the journal. The article can be sent for re-reviewing or for approval to the international editorial board.

11. The decision on the expediency of publication after review is made by the editor-in-chief, and, if necessary, by the editorial board as a whole.

12. The responsible secretary brings the decision to the attention of the author. The maximum review period is 3 months.

Editorial policy of the journal “News of higher educational institutions. Problems of printing and publishing” adheres to the standards of editorial ethics in accordance with the international practice of editing, reviewing, publishing and authoring scientific publications and the recommendations of the Committee of Publication Ethics (COPE). Violations of ethical standards by the authors (falsification of data, plagiarism, self-borrowing, inadequate citation, submission of articles already published or submitted to other journals) may serve as a reason for unconditional rejection of both submitted and future articles by such authors.
